Can a recessed troffer fixture be qualified as a downlight under the Luminaires specification?

No, the Luminaires specification excludes hi bay fixtures, recessed troffers or other fixture types employed for general office illumination, adapters or converters as well as outdoor lighting such as commercial street lighting, area lighting, wall packs or canopy lights.
