Does a supervised or witnessed manufacturer’s test laboratory (SMTL/WMTL) need to be able to carry out all the test methods listed in the ENERGY STAR Guide to EPA Laboratory Recognition by Lighting Category?

If a laboratory is not able to carry out all the test procedures listed in the ENERGY STAR Guide to EPA Laboratory Recognition by Lighting Category, a certification body may accept a subset of test data from one of their SMTL/WMTL partners for the tests the laboratory is able to carry out. However, the test reports that the laboratory is not able to provide must also come from an EPA-recognized laboratory. Certification bodies may review the data from the SMTL/WMTL and test results from another EPA-recognized laboratory to determine whether a product may be certified.
