Can I rate the energy performance of a building at the design stage?

Yes. ENERGY STAR's Target Finder uses the national energy performance rating system to give architects and designers the ability to design to a target as well as rate the expected performance of a given design, based on simulated energy consumption. A rating of 90 - a reasonable target for new buildings - indicates that a design ranks among the top 10% for energy performance. Note that the rating for a particular design is only as accurate as the simulated energy consumption for that design.
