Can I apply to earn the ENERGY STAR for an office building that isn't 100% occupied?

Yes. You can earn an ENERGY STAR energy performance score as long as the office maintains an average occupancy of more than 50% for the 12-month period of assessment. The occupancy requirement for buildings to earn the ENERGY STAR was recently lowered to 50%.
